Steps are one of the areas where technicians take shortcuts -- they see something that looks damaged and treat it as the answer. I have seen a pool lose water at a step elevation where the crack was completely cosmetic. The actual leak was a screw hole in a vinyl faceplate three inches away. That screw hole would have been found in thirty seconds if the technician had dye tested the whole step area instead of just patching the obvious crack.

The step inspection is complete when every structural element, every gasket, every screw hole, and every nearby fitting has been checked and tested. Not before.
